We are privileged to inform you that, through Law 103(I)/2026, the Republic of Cyprus has introduced, for the first time, a clear legal framework governing the installation and use of Dash Cams in vehicles.
The law was published in the Official Gazette of the Republic of Cyprus on 22 April 2026 and comes into force on 23 July 2026, providing greater legal certainty for private motorists, businesses and organisations operating vehicle fleets.
This represents a significant development in Cyprus Law, as there was previously no specific legislation clearly regulating the lawful use of Dash Cams in Cyprus.
Where Can Dash Cams Be Used?
Under the new legislation, Dash Cams may be installed and used in:
- Private vehicles;
- Commercial vehicles;
- Government vehicles; and
- Vehicles belonging to the wider public sector.
The purpose of the legislation is to enhance road safety, facilitate the investigation of road traffic accidents and assist in recording incidents that may later become important evidence.
When Can Dash Cam Footage Be Used?
Dash Cam recordings may be used for a number of legitimate purposes, including:
- Recording road traffic accidents;
- Recording traffic offences;
- Recording criminal acts;
- Providing evidence to the Cyprus Police;
- Assisting insurance companies in investigating accident claims; and
- Monitoring commercial vehicle fleets following accidents or criminal incidents.
This new legal framework provides greater certainty for both individual motorists and businesses operating in Cyprus.
Protection of Personal Data
The introduction of Dash Cams does not permit unrestricted recording or publication of video footage.
Users remain responsible for complying with the General Data Protection Regulation (GDPR) and the applicable Cyprus data protection legislation.
In particular:
- Personal data must be processed lawfully.
- Publishing or sharing footage showing identifiable individuals without an appropriate legal basis or, where required, without consent, may breach data protection legislation.
- Particular care should be taken where children or vulnerable persons appear in the footage.
The Commissioner for Personal Data Protection is expected to issue further guidance regarding the practical implementation of the new legislation.
Can Dash Cam Footage Be Used as Evidence Before the Courts?
One of the most common questions received by Lawyers in Cyprus is whether Dash Cam footage automatically becomes admissible evidence before the Courts.
The answer is No.
The new legislation does not provide that Dash Cam footage is automatically admissible. Instead, the Cyprus Courts will examine each case individually and determine whether the footage is admissible and what evidential weight should be attached to it.
Accordingly, simply having a Dash Cam does not guarantee that every recording will be accepted as evidence during court proceedings.
